Article 1. Conditions
This loan is granted under the general conditions of the Loan Regulations and under the special conditions established by this framework loan agreement (hereinafter the Agreement), its Appendices and its disbursement agreements (hereinafter the Disbursement Agreements).

Article 3. The Loan
3.1. Financial conditions
The amount of the Loan granted is:
EUR 100 000 000
One hundred million euros
It shall be disbursed in Tranches.
For each Tranche, the amount, the interest rate, the currency, the disbursement date, the repayment period and each party’s accounts for remittance, shall be determined jointly by the Borrower and the CEB by fax. A Disbursement Agreement which specifies these conditions shall be drawn up at the time of disbursement substantially in the form set out in Appendix 2.
3.2. Disbursement
The CEB shall disburse the Loan in a minimum of two (2) Tranches. The amount of each Tranche shall be determined according to the State of Progress of Works and/or Projected State of Progress of Works.
The signature of the Disbursement Agreement for the first Tranche must occur within twelve (12) months following the entry into force of the present Agreement as defined under Article 15. The first Tranche shall not exceed 50% of the approved Loan amount.
Each subsequent Tranche can be disbursed only after the Borrower confirms in writing to the CEB, subject to compliance with article 4.2.2 below, the full Allocation of the previous Tranche.

Este préstamo se concede conforme a las condiciones generales de las Regulaciones de Préstamos y conforme a las condiciones especiales establecidas por este contrato marco de préstamo (de ahora en adelante Contrato), sus apéndices y sus acuerdos de desembolso (de ahora en adelante Acuerdos de Desembolso).

Artículo 3. El Préstamo
3.1. Condiciones Financieras
La cantidad del Préstamo concedido es de:
100.000.000 EUR
Cien millones de euros
Dicha cantidad será desembolsada en Tramos.
La cantidad, el tipo de interés, la moneda, la fecha de desembolso, los plazos de devolución y las cuentas de las partes para llevar a cabo la transacción serán definidos conjuntamente para cada tramo por el Prestatario y el CEB vía fax. Se elaborará en el momento del desembolso un Acuerdo de Desembolso que especifique dichas condiciones conforme a lo dispuesto en el Apéndice 2.
3.2. Desembolso
El CEB desembolsará el Préstamo en un mínimo de dos (2) Tramos. La cantidad de cada Tramo será determinada según el Estado del Progreso de las Obras y/o el Avance Proyectado de las Obras.
La firma del Acuerdo de Desembolso del primer Tramo deberá ocurrir en los doce (12) meses posteriores a la entrada en vigencia del actual Contrato según lo estipulado en el Artículo 15. El primer Tramo no excederá el 50 % de la cantidad aprobada del Préstamo.
Cada tramo subsiguiente podrá ser desembolsado solamente después de que el Prestatario confirme por escrito al CEB la plena asignación del Tramo anterior, tal y como se estipula más abajo en el artículo 4.2.2.
